## API discovery policy
- Use operations tagged `agent-worker`.
- Prefer operations whose `x-llm-intent` and `x-when-to-use` match the current objective.
- Derive method/path/schema from `api/openapi.json` at runtime.
- Do not hardcode endpoint paths in markdown files.
